Mathematics of statistics: slow speed becomes a problem

The government had earlier presented a basic budget of Rs 8.08 lakh crore for the financial year 2025-26, which increased to Rs 8.65 lakh crore after the supplementary budget.

Expenses so far: By the last week of March, all the departments together Rs 5.19 lakh crore Could only spend.

Outstanding goals: To save their entire budget, the departments will now have to spend on an average more than Rs 50 thousand crore every day in the remaining days, which seems practically impossible.

The condition of these departments is worst (less than 50% expenditure):

In the recent cabinet meeting, Chief Minister Yogi Adityanath has expressed strong displeasure over those departments which have not utilized even half of the budget.

Backward Departments: Important departments like Irrigation (construction works), Culture, Social Welfare (Tribal Welfare), Public Works Department (PWD), Urban Development, and Revenue (Disaster Relief) have not been able to spend even 50% of their allocated amount.

Better Performance: Energy Department and Women Welfare Department have maintained their position a little better by crossing the 60% mark.

Holidays in banks and offices increased the difficulty

Ramnavmi and other holidays: There is a holiday for Ram Navami on Thursday and Friday (26-27 March).

Bank closure: Offices will open on Saturday but there will be a holiday in banks.

Mahavir Jayanti: 31st March is also a public holiday of Mahavir Jayanti.

In such a situation, departments have very limited time for paperwork and payment.

Pressure on officials: Verbal instructions for ‘advance payment’?

According to sources, there is huge pressure at the government level to prevent budget lapse. There is a discussion in big departments like Public Works Department (PWD) that engineers have to give verbal instructions to contractors. ‘Advance Payment’ Instructions have been given to do so. However, there is opposition to this at the level of engineers and a complaint has also been made to the Chief Minister in this regard.

Opposition’s attack: “This is only paper development”

The opposition has also started cornering the government on this issue. Samajwadi Party chief Akhilesh Yadav Calling it an administrative failure of the government, he said that the claims of big budget are only for advertising, the money is not being spent due to lack of work on the ground.
