The Transport Department has issued a very strict and important order for the vehicle owners of Uttar Pradesh. If your car or bike still has the old number plate, then be careful. Pollution certificate (PUCC) will not be issued for vehicles without High Security Registration Plate (HSRP) across the state from April 15, 2026. This simply means that if you do not have a valid PUCC, the traffic police can issue you a heavy challan of up to Rs 10,000. This rule is going to be strictly implemented on both old and new categories of vehicles.

The Transport Department has made it clear that without HSRP, no pollution checking center (PUCC Center) will be able to test your vehicle. Not only this, without a high security plate you will not be able to get your vehicle’s insurance renewal done, fitness certificate or registration transfer done. There is a provision of a fine of Rs 5,000 for violation of rules for the first time and Rs 10,000 for the second time. Out of approximately 2 crore vehicles in the state, about 40% still have old plates, changing which has now become mandatory.
What is the specialty of HSRP and why is it important?
High Security Registration Plate (HSRP) is quite different and more secure than normal number plates.
Aluminum Body: It is completely made of aluminum with the hologram of ‘Ashoka Chakra’ on it.
Unique Laser Code: There is a special 10 digit laser PIN code on the plate, which is directly linked to the vehicle’s database.
Tamper-proof lock: It is fitted with a special lock, which once fitted cannot be removed without breaking.
The main objective of the government is to curb crimes like vehicle theft and using fake number plates.

Vehicle owners need not worry, the booking process is extremely simple:
Visit the Website: Login to the official portal (e.g. ‘Book My HSRP’).
Fill in the details: Enter your vehicle number, engine number and chassis number.
Take an Appointment: Choose the dealer or home delivery option as per your convenience.
Payment of Fee: The fee is around Rs 400 to 500 for two-wheelers and around Rs 1100 for four-wheelers.
Your plate will be ready within 7 to 10 days of booking. If you want, you can also call the technician at your home and get the plate installed.
Keep a close eye on school buses: RTO will start special checking campaign
In many districts of UP including Prayagraj, RTO has decided to start a special inspection campaign for school buses. Before the deadline of April 15, school buses will be strictly checked for HSRP, PUCC and fitness standards. Permits of buses that do not meet the standards can be cancelled. This step has been taken keeping in mind the safety of school children.

In view of the lack of awareness in rural areas, the transport department is planning to organize camps. Although auto dealers had demanded extension of the deadline, the department is currently adamant on its strictness.
