Discussions and debates regarding ‘No Detention Policy’ have intensified across the country. Keeping in mind the future of the students of class 5th to 8th, the Union Education Minister has decided to end this policy. At the same time, some states like Tamil Nadu are still insisting on continuing this policy. Tamil Nadu government has made it clear that it will continue the no detention policy.

What is no detention policy?

  • Earlier arrangement:
Students from 5th to 8th were promoted to the next class even if they failed.
  • Policy Changes:
    • Now, if students fail, they will get a chance to retake the exam within 2 months.
    • If students fail again, they will not be promoted to the next class.
  • Status of Tamil Nadu:
Tamil Nadu has refused to end this policy. No detention policy is still in force in the state.

Tamil Nadu government’s stance

Tamil Nadu’s School Education Minister Anbil Mahesh Payoyamokshi has decided to continue this policy.

  • Attention of poor students:
The minister said that removing this policy will affect the education of children from poor families.
  • Non-compliance of National Education Policy:
The Tamil Nadu government clarified that it does not follow the Centre’s National Education Policy (NEP).
    • This decision of the Central Government will be applicable only in central schools.
    • This policy will not be implemented in Tamil Nadu.

No detention policy: Centre’s argument

The central government says that removing this policy will increase responsibility towards education among the students.

  • Students will be afraid of failing, due to which they will concentrate more on studies.
  • Students of classes 5 and 8 will get a chance to take additional exams in 2 months.
  • If they do not pass, they will be held back in the previous class.

Effects of no detention policy

  1. Benefits of continuing the policy:
    • Students from poor and backward classes get a chance to get education.
    • There is no mental pressure on children to fail.
  2. Benefits of terminating the policy:
    • Students develop seriousness towards education.
    • The level of education is better.
