Preparation for elections on the posts of Secretary and Treasurer in BCCI, former Chief Election Commissioner Achal Kumar Jyoti appointed

The Board of Control for Cricket in India (BCCI) has started the election process to fill the vacant posts of Secretary and Treasurer. The BCCI Apex Council called an emergency meeting on Friday to discuss the proposal to appoint former Chief Election Commissioner Achal Kumar Jyoti as the returning officer for this election.

Why did the posts of Secretary and Treasurer become vacant?

The posts of BCCI Secretary Jay Shah and Treasurer Ashish Shelar fell vacant recently:

  • Jay Shah took over as ICC president on 1 December.
  • Ashish Shelar took oath as cabinet minister in the Maharashtra government.

As per BCCI rules, when an elected official resigns, the board has 45 days to call a Special General Meeting (SGM) and elect his successor.

Achal Kumar Jyoti: Proposed as Returning Officer

BCCI appoints former Chief Election Commissioner of India Achal Kumar Jyoti It has been proposed to appoint Returning Officer for conducting elections in the Special General Meeting.

  • Achal Kumar Jyoti is a 1975 batch IAS officer of Gujarat cadre.
  • He was the Chief Election Commissioner of India from July 2017 to January 2018.

Current situation in BCCI

  • Interim Secretary: Devjit Saikia of Assam has been appointed as the interim secretary.
  • Treasurer: This position is still vacant.

BCCI documents state:

“The posts of Honorary Secretary and Treasurer are vacant, hence it is necessary to fill these posts through elections.”

Boom in BCCI’s financial condition

BCCI’s financial position has improved tremendously this year:

  1. Total earnings: Was Rs 16,493 crore in FY 2023, which increased to Rs 20,686 crore in FY 2024.
    • This represents an increase of Rs 4,200 crore.
  2. Source of Revenue:
    • IPL media rights: Sold for Rs 48,390 crore for five years in June 2022.
    • Bilateral cricket rights and major share of ICC revenues.

grants to state units

BCCI’s 38 state units are dependent on annual grants.

  • The expectation was Rs 7,476 crore in FY 2023-24, while the actual income stood at Rs 8,995 crore.
  • A budget of Rs 499 crore has been allocated as grants to state units.

future plans

  • Income target in financial year 2024-25:
    • BCCI expects to earn Rs 10,054 crore.
    • The expenditure budget has been fixed at Rs 2,348 crore.
