There has been discussion for some time that the Lok Sabha election schedule can be announced any time. In such a situation, the Election Commission itself has announced the exact date to announce the entire program in this regard. The Election Commission has said that it will announce the complete program of Lok Sabha elections 2024 tomorrow. In which all the details including voting date, counting and results will be announced. Along with the Lok Sabha elections, the Election Commission can also announce the schedule of assembly elections of some states. The Model Code of Conduct (MCC) will come into force as soon as the elections are announced. Chief Election Commissioner (CEC) Rajeev Kumar will announce the implementation of the code of conduct. Code of conduct is meant to be guidelines for parties and candidates. The code of conduct remains in force from the announcement of elections till the completion of the process i.e. till the declaration of results. The Constitution does not provide for a model code of conduct. The Model Code of Conduct in the electoral process of India was strictly enforced by the famous Election Commissioner TN Shesh. There are certain rules under the MCC that political parties and candidates are required to follow. Violation of these rules is strictly enforced by the Election Commission.

Lok Sabha Elections 2024: What is the Model Code of Conduct?

The Model Code of Conduct is a collection of guidelines made by the Election Commission to ensure free and fair elections. The code of conduct is divided into eight parts. According to information available on the Election Commission's website, the model code of conduct is 'for the guidance of political parties and candidates'. It includes guidelines related to general conduct, meetings, processions. There are also rules as to what can be done in the election manifesto. The MCC is not legally effective in itself but the Election Commission gets its powers under the Representation of the People Act. The geographical area of ​​the Model Code of Conduct is the entire constituency.

Model Code of Conduct: A cardinal rule for a ruling party

-As soon as the code of conduct comes into force, the government is banned from giving advertisements in public interest. The government cannot take any policy decisions.

-No new scheme will be implemented while the code of conduct is in force. Ministers are prohibited from using government machinery for election work.

-During the code of conduct, the government cannot make any kind of financial grant, promise of roads or other facilities, or make ad-hoc appointments.

-Development works and projects already underway before the implementation of the code of conduct will not be suspended. But its use as election campaign is strictly prohibited.

– There is a ban on transfer and posting of officers directly/indirectly associated with the elections. If necessary, exemption can be taken with the permission of the Election Commission.

– Advertisements of party's achievements cannot be given at government expense. No new fund can be declared from the MP Fund. Financial institutions affiliated with the government cannot waive anyone's loan.

MCC: Political parties, instructions and other rules for candidates

– No party or candidate shall indulge in any activity which creates tension on account of religion, sect, caste or language.

– Take care to limit criticism of other political parties/candidates. Not criticizing personal life.

– Votes cannot be sought in the name of religion and caste. Do not use temples, mosques, churches or places of religious importance or other places for election campaigning.

– To stay away from 'corrupt' activities like buying votes, arranging vehicles to bring them to polling stations.

– Carry out the procession in such a way that the other party does not face any problem. Posters of one party will not be removed by the other party.

-Public meetings and processions should be given prior permission from the local administration.

– Election campaigning is stopped 48 hours before voting.
