'One Nation-One Election' Ramnath Kovind Committee submitted its report to President Draupadi Murmu

New Delhi: Ramnath Kovind Committee submitted a detailed report of 18626 pages on 'One-Nation-One Election' to President Draupadi Murmu this afternoon. This committee struggled for 191 days to hold simultaneous elections for the Lok Sabha, all the Assemblies and local self-government bodies in the country. This committee was formed on 2 September 2023.

At that time, members of Ramnath Kovinde Committee, Union Home Minister Amit Shah, Union Law Minister Arjun Ram Meghwal, Democratic Progressive Azad Party (DPAP) President Ghulam Nabi Azad etc. were present.

This high level committee also held discussions with leaders of BJP, Trinamool, Samajwadi Party, CPI, CPI(M), Congress, AIMIM, RPI, Apna Dal etc. Representatives of these parties also submitted their written suggestions to the Kovind Committee. After that, some important points of the report prepared by this committee named One Nation One Election are as follows:-

For the first and last time in the country, Lok Sabha and Assembly elections were held simultaneously in 1952. The goal of this committee is to restore that situation. The committee says that elections are held every year. Hence there is a burden on the government, business industry, employees, workers, courts, political parties, candidates and society as a whole.

The committee suggested holding elections in two phases to simultaneously hold elections for the Lok Sabha, Assemblies and local self-government bodies in the country. In the first phase, elections for Lok Sabha and Legislative Assemblies are to be held. Its time should be same.

In the second phase, municipal and panchayat elections should also be held along with the Lok Sabha and assembly elections.

The Committee also suggested that, on the day before the commencement of the first session of Parliament after the conclusion of the general elections, the President should issue a proclamation regarding a formula for these elections to be held simultaneously. Needed A certain date should be stated in a rhythmic manner.

The main issue was the tenure of the assemblies. In this regard, this committee said that the tenure of the Legislative Assemblies should also end with the tenure of the Lok Sabha.

The Committee also suggested that it is mandatory to form an implementation group to see whether the recommendations of the Committee are properly implemented.

If these suggestions are to be implemented and one nation one election is to be ensured, Article 324-A of the Constitution should be amended to allow simultaneous elections for the Lok Sabha and the Legislative Assemblies. When elections for Panchayats and Municipal Corporations should be held simultaneously, Article 325 of the Constitution should be amended. For this, a single election conch shell will have to be made. The report also suggests a single photo identity card among voters. It is also mandatory for these amendments to be approved by at least 50% of the states.
