Vinay Ruhela, former Vice Chairman of State Planning Commission, Government of Uttarakhand and Vice Chairman of Uttarakhand State Disaster Management, reviewed the works of disaster management while holding a meeting of officials in the District Auditorium on Thursday. The Vice President, while reviewing department-wise the damage caused to departmental, public and private assets damaged due to excessive rainfall during the monsoon season, directed the officers to complete the reconstruction work of the assets damaged in the disaster on a war footing.
He said that to solve the problems of the general public, officers should go to the spot and solve the problems. He instructed all the departments to create social media pages to solve the problems of the common people and to provide information and facilities. So that in this era of modernity, solutions to people's problems, departmental work and other information can also be available on online platforms.
In the meeting held at the Collectorate, the Vice President took information about the improvement works done so far in the roadways damaged by the disaster by the Public Works Department, PMGSY, BRO. Giving information, Executive Engineer of PWD Department, Sanjay Pandey said that there has been a loss of about three crores due to the disaster. During the disaster, the road was restored in a timely manner. Presently, tenders have been issued for making the road pothole free and for improvement work.
While giving instructions to repair the Khabdoli, Kharib, Gangad, Jakti, Papoli road, the Vice President also directed the BRO to find a permanent solution to the continuous falling of boulders from the hill near Kafdi View Aarey and obstruction of the road. Asked to prepare DPR for this soon.
He instructed BRO to take further action soon in the DPR of widening of Bageshwar, Kapkot Bharadi, Shama road. He instructed PMGSY to make the rural roads pothole free. While reviewing the supply department, the Vice President gave instructions to ensure timely delivery of logistics to the remote snow clad villages of the district, special attention to the quality of food grains and BPL card verification.
Giving information, District Supply Officer Manoj Burman said that ration has been sent to remote villages. Besides, the capacity development of remote food grain warehouses has also been increased. There is adequate availability of ration and fuel in the district. A committee has been formed to check BPL cards. During the review of the Animal Husbandry Department, it was told that ten animals were lost in the disaster, compensation has been given to all the animal husbandry.
In the review of Jal Sansthan and Jal Nigam, he gave instructions to speed up the works of drinking water schemes of both the executing agencies. In the review of the electricity department, instructions were given to repair dilapidated electric poles and dangling electric wires within a month.
In the review of the Health Department, the Vice President took information about the availability of medicines and other necessary resources. Besides, instructions were given to quickly provide proposals for assets damaged by the disaster. Regarding the daily traffic jam on the vegetable market, bus stand, SBI Tiraha, market hospital road in the district headquarters, the Vice President directed the police department to get rid of the jam by fixing time for the entry of school buses and other big vehicles. But instructions were given to actively deploy adequate police forces. So that the common people can get relief from the jam. After the meeting, the Vice President, while re-functioning the Jan Aushadhi Kendra in the District Hospital, said that there was a long standing demand of the general public regarding the reopening of the Jan Aushadhi Kendra, which was fulfilled today. The common man who is coming to the hospital for his treatment will now be able to get cheap medicines from Jan Aushadhi Kendra. During the inspection of the hospital, regarding the jam near the gate of the hospital, the Vice President instructed the CMO to ensure proper arrangements to get rid of the jam. Besides, instructions were given to pay special attention to cleanliness in the hospital premises.
District Magistrate Ashish Bhatgani while giving instructions to all the officers said that they should ensure to follow the instructions given by the Vice President in letter and spirit. Complete the works quickly while paying special attention to quality and consistency in construction works. District Disaster Management Officer Shikha Suyal, through a presentation, gave department-wise detailed information about the assets lost due to disaster during the monsoon period. Also gave information about the resources available in the district and how the Incident Response System (IRS) works in disasters.
