Kolkata, September 23 (HS). The School Service Commission (SSC) has announced the release of the merit list for the 2016 Upper Primary. A notification was issued on Monday stating that this list will be published on the coming Wednesday, September 25. The SSC said that 10 percent of the seats will be reserved for temporary teachers and the merit list will be released for the rest of the posts. However, candidates say that just releasing the list will not suffice, rather the recruitment process should also be started as soon as possible.
On August 28, the division bench of the Calcutta High Court had directed the SSC to release a new merit list for more than 14 thousand vacant posts within a month. State Education Minister Bratya Basu had said at that time that efforts were being made to start the recruitment process before Puja. On Monday, the SSC announced the release of the merit list, after which the candidates protested in front of Acharya Bhavan in Salt Lake on the same day in the morning. The candidates are adamant on their demand that the recruitment process should start immediately.
The upper primary recruitment process has been stuck since 2015. This process has been postponed repeatedly due to the orders of the High Court. In 2020, the High Court canceled this recruitment process, but in 2023 the court allowed the publication of the panel. However, at that time the division bench had said that the panel could be published, but the SSC would not be able to recommend appointment to anyone. After this the matter went to the new division bench. On July 18, the hearing was completed in the division bench of Justice Tapobrata Chakraborty and Justice Parthasarathi Chatterjee and the decision was pronounced on August 28.
A case was filed in the High Court due to allegations of several flaws in the upper primary recruitment process. In 2023, one thousand 463 candidates were excluded from the interview process without any clear reason. Later the SSC reviewed it four times and finally excluded 74 candidates from the interview. In this too, proper procedure was not followed.
Other allegations were also made in the recruitment process, such as not following the reservation policy during counseling. Questions were also raised regarding reservation for Scheduled Castes and Tribes. Even errors were reported in the reservation for women. There was also a suspicion of tampering in the OMR sheet. After being stuck for seven years, finally the High Court ordered the publication of a new merit list for appointment to 14 thousand 52 posts. Challenging this decision, a case was again filed in the Supreme Court on September 16. Despite this, SSC issued a notification for recruitment on Monday, but the protest of the candidates continues.
