Chief Minister Vishnu Dev Sai has told the collectors and superintendents of police that the results of the instructions given in the Collector SP Conference should start showing on the ground level from tomorrow itself. He said that the problems of the district level should be resolved at the district level itself, for this, regular public darshans should be organized in the district as per convenience. Addressing the collectors and SPs on Friday, he said that the collectors should improve their working system by ensuring quick and effective compliance of the instructions given in the SP Conference from today itself, the effect of which should be immediately visible in the districts.
He said that the cases which can be resolved at local and district level should be resolved at local and district level only, all the collectors should ensure this by holding Jandarshan every week. If cases which can be resolved at local level come up in the Chief Minister Jandarshan organised at the state level, then it will be seen as raising a question mark on the effectiveness of the administrative staff in the concerned district. He said that state level problems will be resolved at the state level. Now, Chief Minister Jandarshan will be organised only once in a month in Raipur, in which only important and state level cases should come up.
The Chief Minister also said that a comprehensive policy for the rehabilitation of surrendered Maoists will be brought soon. He said that our government is a government of Modi's guarantee and guarantee of good governance. Officers should consider themselves as public servants and discharge their duties with full dedication, hard work and honesty. The benefits of the policies and schemes of the government should reach the last person with transparency. The Chief Minister said that today the government is completing 9 months. The Chief Minister said that the district and police administration are like the eyes and ears of the government. The image of the government is created by the work of the district administration. He said that the police should have hands of iron and heart of wax. Criminals and anti-social elements should fear the police and the weaker sections of society, women and children should feel safe. The heads of the district and police administration should have a sense of guardianship towards these sections. Both the Collector and the Superintendent of Police should coordinate with each other and tour the district jointly. Shri Sai said that discipline is the backbone of the police department. In such a situation, it is necessary that strict action should be taken against police personnel involved in criminal activities.
The Chief Minister stressed that the accused in serious crimes related to women should be arrested immediately and a special prosecutor should be appointed to complete the trial in a time-bound manner and ensure punishment if proven guilty. In principle, an action plan should be prepared to ensure that the accused in these cases are punished by the court by completing all legal proceedings within a time limit of three months. Zero tolerance should be adopted against illegal liquor, betting, drugs and gambling. The Superintendent of Police will be held responsible for such complaints if received. He said that effective action should be taken to prevent cyber crime. People should be made aware. It is also necessary that the police should be capable of controlling these crimes. The state government will provide the necessary resources and training facilities for this. He said that accident-prone places should be identified to prevent deaths in road accidents. People should be made aware of traffic rules.
Referring to the success achieved on the Naxal front, the Chief Minister said that due to your bravery, skill and coordination with the paramilitary forces, the Naxalites are being uprooted from the state. It is important that the light of development also reaches these remote areas. Effective implementation of the “Niyad Nellnar Yojana” is necessary in Naxal-affected areas. After the formation of the new government, a joint action plan is being implemented for the complete eradication of the Maoist problem, the result of which is that in the last 9 months, the security forces have recovered the bodies of 159 Maoists and a large quantity of arms and explosives in 108 encounters. He said that the state government will soon bring a comprehensive policy for the rehabilitation of the victims and surrendered Maoists. The strategy of aggressive action to earn the trust of the common people and eradicate the Maoists will continue in the Maoist-affected areas.
