Discussions regarding the 8th Central Pay Commission are at their peak among the central government employees and defense personnel. With the completion of the 10-year period of the Seventh Pay Commission, employee organizations are continuously submitting memorandums demanding the formation of a new Pay Commission, amendment in the minimum basic pay and new fitment factor. There is special curiosity among the employees regarding the change in the pay structure of officers and employees of Level-8 (previous grade pay ₹ 4,800 as per 7th CPC, which is the cadre of Group ‘B’ Gazetted and senior technical posts) in the Central Services. As per the recent salary expert calculations and analysis of probable fitment factor, Level-8 employees are likely to see a direct and significant increase of about 30.27% in the gross salary after restructuring of Basic Pay, Dearness Allowance (DA), House Rent Allowance (HRA) and Transport Allowance (TPTA) after implementation of the new pay matrix. Let us understand what effect this will have on the different stages of Level-8.
At present, as per the pay matrix of 7th Pay Commission, the starting basic pay of Level-8 (Stage-1 Basic Pay) starts from ₹ 47,600 and it increases stage-by-stage with annual increment. At the time of 7th CPC, a fitment factor of 2.57 was implemented, due to which new pay scales were determined by merging the DA of 6th CPC with the basic one. For the 8th Pay Commission, the demand for a minimum fitment factor of 2.86 to 3.68 is being raised by the Employees Joint Consultative Mechanism (JCM) and various employee federations, however, on the basis of economic balance and adjustment of Dearness Allowance (DA) which has already reached more than 50%, a practical ‘composite fitment factor’ model of 1.92 to 2.28 has been prepared by the pay experts. When the existing 53%+ DA is reduced to zero and absorbed into the new basic salary, there is a jump of more than 30 per cent in the net pay under this new coefficient.
The change in basic pay at three major stages for employees ranging from newly appointed to those who have completed 20 years of service in the Level-8 pay matrix is calculated as follows:
-
Stage-1 (Newly Recruited Employees): The basic salary of Level-8 in the 7th Pay Commission is ₹47,600. With the implementation of the new fitment formula, this basic pay will directly increase to the range of approximately ₹91,392 to ₹95,200.
-
Stage-10 (Medium Service Period): In 7th CPC, the basic pay at Stage-10 is ₹62,200. In the new pay scale of 8th CPC, this basic will increase to the level of approximately ₹ 1,19,424 to ₹ 1,24,400.
-
Stage-20 (Senior Officer): Under 7th CPC, the basic salary after 20 increments is ₹83,600. In the revised matrix this basic pay will jump from approximately ₹1,60,512 to ₹1,67,200.
This extension of basic salary not only increases the monthly salary but also strengthens the future provident fund (NPS/UPS contribution), gratuity and pension base manifold.
When the Pay Commission is implemented, not only the basic salary increases, but the calculation rates of all the supporting allowances related to it are also revised afresh. As per 7th Pay Commission rules, when DA crosses 50%, House Rent Allowance (HRA) gets automatically upgraded to 30% (‘X’ category metros like Delhi, Mumbai), 20% (‘Y’ category cities like Lucknow, Jaipur, Patna) and 10% (‘Z’ category rural/small towns) respectively. If there is redetermination of base salary in the 8th Pay Commission, then there will be a huge increase in the amount of allowance if HRA is received at the revised rates on the new basic. For example, on Stage-1, where the current HRA in Lucknow (Y Class) is around ₹ 10,472, on the new basic this amount will increase to beyond ₹ 19,000. Similarly, Transport Allowance (TPTA) which is ₹3,600 + DA in high transport cities (A1/A class) will also be directly reset to the base of ₹7,200 to ₹8,000 under the new index, leading to a big jump in in-hand salary.
The table below shows the comparison of current gross salary and expected gross salary after 8th CPC in the context of ‘Y’ category city (e.g. Lucknow) at three main stages of Level-8 (Stage-1, 10, and 20):
| Level-8 Stage Description | 7th CPC Basic Pay | Current Gross Salary (DA 53% + HRA 20% + TPTA) | 8th CPC Approximate Basic | 8th CPC New Gross Salary (Revised HRA + TPTA) | Total Gross Growth (%) |
| Stage-1 (Preliminary) | ₹47,600 | ₹87,700 | ₹95,200 | ₹1,14,240 | ~30.27% |
| Stage-10 (Medium) | ₹62,200 | ₹1,14,600 | ₹1,24,400 | ₹1,49,280 | ~30.26% |
| Stage-20 (Senior) | ₹83,600 | ₹1,54,000 | ₹1,67,200 | ₹2,00,640 | ~30.28% |
It is clear from this comparative analysis that due to the merger of dearness allowance into the basic pay and fixing of allowances on the new base, there will be an actual cash increase of about 30.27 percent in the gross salary at every stage. This figure will give a big boost to the take-home salary of the employees and will prove helpful in improving the standard of living.
Although this mathematics of salary increase is based on economic and historical parameters, but to implement it officially, a formal notification of the formation of the commission is yet to be issued by the Central Government. Central employee organizations have been continuously demanding that the government announce the Chairman, members and Terms of Reference (ToR) of the 8th Pay Commission as soon as possible, so that the Commission can submit its recommendations in time, keeping in mind the deadline of January 1, 2026. Even if there is a delay in the formation of the commission, it is considered certain that its financial benefits will be given to the employees along with arrears as per the previous traditions.
