According to the Level-4 pay matrix of the 7th Pay Commission, the maximum basic salary at Stage 40 is ₹81,100. The most important demand of the employee organizations is to implement the fitment factor of 2.86. When this fitment multiplier is applied:

  • New Basic Pay: ₹81,100 $\times$ 2.86 = ₹2,31,946 (Approximately ₹2,32,000 when rounded off).

  • Currently, under 7th CPC, more than 50% DA (approximately ₹ 40,550) is available on the basic of ₹ 81,100. After the implementation of the new pay commission, the prevailing dearness allowance gets abolished and merged into the basic salary and the calculation of dearness allowance starts afresh from 0%. Thus, this larger base of basic salary creates a strong security cover for future increments and retirement gratuity.

As per the established tradition of Pay Commissions, whenever a new Pay Commission comes into force and there is a big jump in the basic pay, the percentage rates of allowances are readjusted under Rationalization:

  • House Rent Allowance (HRA): When DA crosses 50% in 7th CPC, HRA has become 30% for X-class cities, 20% for Y-class and 10% for Z-class. It is estimated to be initially reset to 24%, 16% and 8% with the commencement of 8th Pay Commission. Due to increase in basic pay to ₹ 2.31 lakh, even at a reduced rate of 24%, the employee will get a bumper HRA of ₹ 55,667, which is more than double the current HRA of ₹ 24,330.

  • Transport Allowance (TPTA): Currently, ₹3,600 + DA is payable for Level-3 to Level-8 employees in big cities (Higher TPTA Cities). Based on fitment in the new pay structure, the basic slab of transport allowance is expected to increase to around ₹ 10,296, which will provide major relief in daily commuting expenses.

With an increase of 30.15% in gross salary (₹46,529 per month), there will be a proportionate change in statutory deductions:

  • NPS/UPS Contribution: Under the National Pension System (NPS) or Unified Pension Scheme (UPS), an employee’s 10% contribution is based on basic pay and dearness allowance. With the increase in basic pay to ₹2.31 lakh, the monthly pension contribution will increase to approximately ₹23,195, which will help the employee’s retirement fund grow faster.

  • CGHS and Income Tax: Under Level-4, the monthly premium of CGHS will increase from the current range of ₹250-₹450 to the new slab. However, even after tax deduction and NPS deduction, there will be a net increase of ₹ 32,000 to ₹ 35,000 per month in the employee’s net in-hand salary (Net Take-Home Salary).

Since the 10-year tenure of the 7th Pay Commission has ended on 31 December 2025, the recommendations of the 8th Pay Commission will be considered effective from 1 January 2026. If the government takes time till 2027 or 2028 to receive the commission’s report and finalize the pay matrix, then employees working at Level-4 Stage 40 will receive a lump sum bumper arrears of 24 to 30 months, amounting to a difference of about ₹46,500 per month. This financial transformation will not only raise the standard of living of senior employees, but will also take the amount of leave encashment, commutation and pension received at the time of their retirement to record levels.
