Is it a campaign rally or victory rally: PM's remarks

Preparations for the Prime Minister's rally were cut short. More people than were present in the pavilion were sitting outside the pavilion to listen to the Prime Minister who was scorching in the heat. Expressing regret over this, the Prime Minister said that I will not let your penance of sunbathing go in vain. He also commented that seeing such a huge crowd, it was not possible to decide whether it was an election rally or a victory rally. I will develop and give back to the state.
