On the morning of 3 November 1988, the Indian Ministry of External Affairs received news that there was a rebellion in the Maldives. Armed rebels are roaming the streets. President Mamun Abdul Gayoom is hiding in the safe house. In fact, on this date, Maldivian President Gayoom was to visit India and in his absence, there was a conspiracy to carry out a coup without any resistance. Maldivian President Gayoom's visit to Delhi was postponed due to the then Indian Prime Minister Rajiv Gandhi's sudden visit to some program. Despite this, Maldivian businessman Abdulla Luthoofi and his partner Sikka Ahmed Ismail Manik, who had planned the rebellion against Gayoom, decided that the rebellion would not be postponed.

The conspirators had already transported mercenaries of the Sri Lankan extremist organization 'PLOT' (People's Liberation Organization of Tamil Eelam) to Male through speed boats in the guise of tourists. Which became active as soon as the signal was received. Within no time, rebellion started on the streets of the capital Male. Mercenaries started roaming the streets firing bullets. Rebels began capturing key government buildings, including the port and telephone exchanges.

In such a situation, President Gayoom sought immediate help from New Delhi. 300 army personnel were sent to Maldives by Indian Air Force aircraft. The Indian Army reached Maldives in nine hours. Meanwhile, India dispatched more soldiers from Kochi. Mirage aircraft of the Indian Air Force started flying over Male.

The Indian Army took control of the main airport of Male and secured President Gayoom. Within a few hours, Indian soldiers completely foiled the coup attempt in Maldives. The operation was codenamed Operation Cactus and was led by Brigadier Farooq Bulsara of the Parachute Brigade. Many countries including the United Nations, America and Britain praised the Indian action.
