Accused of working with Pakistan
RIAMB was working with Pakistan's National Development Complex (NDC), which the United States believes is involved in the development and production of Pakistan's long-range ballistic missiles. The organization is particularly involved in procuring equipment to test large-diameter rocket motors for potential larger systems, including Pakistan's Shaheen-3 and Ababil.
Restrictions on Chinese companies
Previous prohibition laws of the United States (i.e., the Arms Export Control Act [एईसीए] and the Export Control Reform Act [ईसीआरए]) imposed ballistic missile proliferation sanctions against three PRC-based entities, one PRC-linked individual and one Pakistani entity. Those sanctioned include PRC-linked companies Hubei Huachangda Intelligent Equipment Co., Universal Enterprise and Xi’an Longde Technology Development Co. Ltd. (aka Lontech), PRC-linked individual Luo Dongmei (aka Steed Luo) and Pakistan-based organisation Innovative Equipment.

These sanctions are being imposed because these entities and individuals have knowingly transferred equipment and technology controlled under the Missile Technology Control Regime (MTCR) agreement to a non-MTCR country.

State Department spokesman Matthew Miller said the Beijing Research Institute of Automation for Machine Building Industry has worked with Pakistan to buy equipment to test rocket motors for the Shaheen-3 and Ababil systems and potential larger systems, regardless of where they are. The move indicates that the United States will continue to take action against American proliferation and related procurement activities. The Chinese and Pakistani embassies in Washington did not comment on the decision.
