Sultanpur, August 12 (HS). Not one or two but 34 such cases have come to light in Sultanpur where mothers of two children each were given the benefit of the Chief Minister's mass marriage scheme. In the case which has escalated, the DM has suspended the Gram Vikas Adhikari and has ordered an inquiry by recommending action against the ADO.
In Baldirai Vikas Khand, 81 couples were married on 11th July and in Kudwar Block, 67 couples were married on 12th July under Mukhyamantri Mass Marriage Yojana. At both the places, government money was siphoned off on a large scale. Sarita and Shanti of Mahuli village of Baldirai are sisters-in-law. Sarita was married to Raju about eight years ago. She has two sons. The elder one is five years old and the younger one is about seven months old. On 12th July, Sarita was married to her own husband in Kudwar. Shanti's daughter Bhagelu was also married on the same day. However, she was married five years ago in Umra village and she also has a one-year old son.
Uma, daughter of Ramavati, a resident of Mahuli village, was married in Baldirai two years ago. On 12th July, she was again married in Kudwar block. Till now she has not been given any money. Ritu, daughter of Dukhchor, a resident of Bhakhri, was married in Gaurapani village. On 11th July, she was again married to her own husband in Baldirai block. The marriages of Gudiya (42), daughter of Shriram, resident of Mahuli, Kranti (38) daughter of Shriprasad, Manju (32) daughter of Shobhnath were also arranged. The women who arranged the marriages have admitted that Rs. 10,000 each was taken from them to benefit them by arranging the marriages.
Kanchan, who takes money from the women, is a MNREGA Mahila Mate. She has also worked in a group in the past. According to the MNREGA Mate of Mahuli Gram Sabha, it is not necessary to verify the eligibility of the applications received for marriage. She claims that as many people as wish will be married. If sources are to be believed, Kanchan directly gets these ineligible women married through Assistant Development Officer Social Welfare Abhishek Giri, taking ten thousand rupees which she has told the women about giving to the higher authorities. This is also confirmed by the words of Gram Panchayat Secretary Rahul Yadav. He says that the eligibility verification which is to be done as per the rules has not been done by him.
It is said that twenty four marriages took place in Mahuli Gram Panchayat and ten in Bhakhri in Baldirai and Kudwar blocks on 11th and 12th July, but in the portal's list of ten beneficiaries of Bhakhri, there are four-five women from Mahuli. Bhakhri Pradhan representative Suraj Vaish and Mahuli Pradhan representative Shiv Singh confirmed this and said that earlier the secretaries used to ask us about the right and wrong in its verification, but this time it has not happened. As per the rules, the ADO Social Welfare sends the applications received on the portal to the Block Development Officer, which is verified by the BDO Gram Secretary and then the report is submitted online. But Rahul Yadav says that no verification has been done by us.
District Social Welfare Officer Amit Singh said that the marriage application is made online and its verification is done by the Block Development Officers through Panchayat Secretaries. The marriage is solemnized only after receiving the verified report from the BDO. On the other hand, Mahuli Gram Vikas Adhikari Rahul Yadav has been suspended immediately in this case.
According to District Development Officer Ajay Kumar Pandey, prima facie he has been held guilty of not verifying the list prepared for mass marriage. He has been attached to Kurebhar block. Kudwar Block Development Officer Neelima Gupta has been nominated as the investigation officer. District Social Welfare Officer Amit Kumar Singh said that on the order of DM, a recommendation has been made to the government through CDO for the suspension of Abhishek Giri, who is handling the charge of Assistant Development Officer Social Welfare in Baldirai.
