Lucknow, June 18 (HS). Uttar Pradesh Director General of Police Prashant Kumar on Tuesday gave information about the new criminal laws.
He said that from July 1, new criminal laws will come into force across the country. After the implementation of these new laws, the Indian Penal Code i.e. IPC will be replaced by the Indian Justice Code 2023, the Criminal Procedure Code i.e. CrPC will be replaced by the Indian Civil Protection Code 2023 and the Indian Evidence Act will be replaced by the Indian Evidence Act 2023. Through these new criminal laws, it will be ensured that people get speedy justice. For this, new technologies have been incorporated in the entire process.
He said that the Indian Justice Code 2023 promotes transparency and victim participation in legal processes. Along with this, it further strengthens the role of law enforcement in justice delivery.
The DGP said that these new criminal laws are being brought in view of the demand of today's time. In these new laws, the emphasis is on justice and not on punishment. In the Indian Justice Code 2023, it has been ensured that in case of crime, the victim gets justice within the stipulated time frame. New subjects like terrorism and organized crime have also been included in the new criminal laws.
The DGP said that in the new criminal laws, care has been taken to ensure that no party is harassed in resolving a complaint. He said that in the new criminal laws, all crimes related to women and children have been put together in the fifth chapter. There is a provision for severe punishment for crimes against girls under the age of 18. At the same time, the victim has now been given the right to get a copy of the FIR for free. Along with this, it has been made mandatory to give information about the progress of the investigation within 90 days. The Indian Judicial Code makes the buying and selling of children for labor or prostitution a punishable offense.
The DGP said that often many such cases come to light in which the accused escape due to their young age even when the crime is serious. But now it will be decided on the basis of mental maturity whether the criminal is an adult or not and action will be taken on that basis.
The DGP said that human trafficking is a big challenge. The laws have been further strengthened to deal with it in the Indian Judicial Code 2023. Provisions ranging from life imprisonment to death penalty have been made for trafficking of any person, prostitution and human trafficking for ransom, begging has also been added to these.
The Director General of Police informed that in the Indian Civil Security Code 2023, the processes from crime scene to investigation and trial have been linked to technology. Victims can file e-FIR in any case. Along with the victim, the witness plays a big role in getting the criminal punished.
Prashant Kumar said that the Witness Protection Scheme has been included in the Indian Civil Security Code 2023 to protect witnesses from threats. He said that witnesses will also have the freedom to testify through video conferencing. He said that in view of the increasing pressure of prisoners in jails, many provisions have been added to the new criminal laws. The disposal of cases will be expedited through new technology, which will provide quick justice and reduce the number of prisoners in jails. Along with this, provision of community punishment has been made for minor crimes, which will provide relief from going to jail unnecessarily.
The DGP said that the police department had started preparations to implement the new criminal laws after the notification came. Policemen are being trained in all the training institutes in the state. The special thing about the new criminal laws is that they are gender neutral and give priority to the protection of the fundamental rights of every citizen. Along with this, they determine the accountability of the inspection system in a timely manner and enable the system to deal with the new challenges of crime.
