This is a sensitive issue, effective action will have to be taken by the concerned departments to reduce road accidents. Chief Secretary Durga Shankar Mishra said these things to the officials in the review meeting of road safety.
In the review meeting held on Friday regarding road safety, the Chief Secretary said that by analyzing the road accidents that have occurred in the last years, efforts should be made to bring road accidents to the minimum level. Golden hour is important for those injured in road accidents. To save the life of the injured person, try to provide him proper treatment during the golden hour.
He said that due to Lok Sabha elections and marriage programs etc., the movement of people will increase. He directed to make people aware about road safety by running a special campaign from April 22 to May 4, 2024. He said that during the campaign, road safety and traffic rules should be discussed in educational institutions. Apart from this, police officers should also go and make students aware about traffic rules. Prabhat pheri can also be taken out by children to make common citizens aware.
He said that reflective tape should be compulsorily installed in all tractors and trolleys. If reflective tape is not installed, double the charge should be recovered from the concerned person. He suggested the vendors to set up stalls at petrol pumps for installing reflective tape, so that drivers can easily get reflective tape installed in their vehicles. Films based on road safety rules, jingle bells etc. should be made and disseminated among the common citizens through various publicity mediums like social media, SMS etc. At times, places, fairs, festivals or events where road accidents occur more often, make people especially aware about road safety and take effective action to reduce road accidents. To reduce road accidents, cooperation should also be taken from voluntary organizations like Road Safety Club, Red Cross Society, Civil Defense.
He also directed that a one-week special campaign should be conducted to stop illegal cuts on national and state highways. People making illegal cuts should be identified and FIR lodged. He said that emphasis was laid on educating the common people to promote the use of foot over bridges constructed on the highways. In order to bring about change in their behavior, people were asked to install a creative board near the foot over bridge, so that while crossing the road, people can see whether time or their life is more important for them.
He also said that the speed of vehicles should be controlled while coming to the highway from the link road. Signage and speed breakers should be made to control the speed of vehicles. The connectivity of the highway to the link road should be through service lane. He said that a portal should be developed to review the action taken by the concerned departments on the identified black spots, in which the black spots identified on the basis of road accidents should be recorded. After identifying the black spots, arrangements should be made to record the temporary and long-term corrective steps taken by the concerned department on the portal along with videos or photos. Traffic police also remained fully active in reducing road accidents.
