Mohali: Employees of Punjab are not paying the installments of the advance amount (loan) taken for building houses on time. This has been revealed in the audit of the Accountant General of Punjab. Taking this matter seriously, records of 7610 loan holder employees under the House Building Advance Head (HBA) have been sought from various institutions. AG Punjab has also issued a proforma. Instructions have been given to share 10 types of information related to the advance amount / loan for building houses in two days. According to the information received, thousands of employees have taken money in 8 different accounts of the major advance category, but the installment of payment is either being received late or not received at all. Now AG Punjab will make a list of such employees and clear the way to recover money from them.
The Comptroller and Auditor General's review has found that the principal amount of HBA loan of many employees is not being recovered regularly. Most of the cases of non-payment of installments have been found on transferred employees. It has been found that after the transfer, the recovery is being hindered due to the concerned employees not getting information about the office and location. The broadsheet related to the result remains incomplete and there is a problem in issuing No Due Certificate (NDC).
Director General Education-Department in his orders has directed the Accountant General of Punjab to send the details of the employees who have taken loan while sending their amount to the Education Department, Health Department, Police Department, Excise and Taxation and other departments. The employees who have not repaid the loan installments also include employees of Transport, District Administration, Council of Ministers and Public Health Department. Referring to the major heads 2013, 2039, 2053, 2055, 2059, 2202, 2210 and 3055 of various departments, AG Punjab directed to provide detailed information related to the employees who have taken House Building Advance (HBA) loan within the stipulated time. Accountant General Punjab has directed the concerned departments to immediately fill the proforma and provide the necessary information. In this proforma, important information has been sought including the name of the employees, post, loan amount, recovery amount, transfer details and status of NDC. It has been said that if the information is not received on time, then there may be further delay in issuing NDC to the employees of the concerned department, due to which the affected employees may have to face problems.

According to the details, code 2039 belongs to the Excise and Taxation Department, while 2053 is allotted to the District Administration, 2055 to the Police Department. Officials of all these departments have now been directed to send full details of employees.
